DISABLED DEATH-PAROLE

NY man denied parole in disabled boy's death

ALBANY, N.Y. (AP) - A former state worker has been denied parole in the 2007 killing of an autistic boy under his care in upstate New York, a case that inspired some increased oversight of homes for the developmentally disabled and ongoing legislative debate over further measures to curb abuse.

The parole board says 40-year-old Edwin Tirado's release now would be incompatible with public safety and welfare.

Tirado is serving five to 15 years in prison. He was convicted of second-degree manslaughter for killing 13-year-old Jonathan Carey, a resident at O.D. Heck Developmental Center, where Tirado worked.

The board says Friday that Tirado caused the boy to stop breathing by inappropriately restraining him in a van, then failed to get medical help.

The van driver, Nadeem Mall, pleaded guilty to criminally negligent homicide.

COLUMBIA COUNTY-HOMICIDE

Man admits killing 73-year-old upstate NY woman

HUDSON, N.Y. (AP) - A man has admitted killing a 73-year-old Sunday school teacher in her eastern New York home last year.

The Hudson Register-Star reports that 22-year-old Shafiqul Islam (shu-FEE'-qwuhl IHZ'-lahm) pleaded guilty Thursday to second-degree murder and criminal possession of stolen property.

Lois Decker was found dead in her home in the Columbia County town of Hillsdale on Nov. 20. She had been strangled.

Islam was arrested after he crashed Decker's car and fled to nearby Hudson, where he was caught carrying her credit card.

He faces up to life in prison. Sentencing is scheduled for June 26.

Hillsdale is 35 miles southeast of Albany.

MISSING KAYAKER

Body of missing western NY kayaker found

JAMESTOWN, N.Y. (AP) - Searchers have found the body of a missing kayaker who disappeared after capsizing on the Allegheny Reservoir near the New York-Pennsylvania border last weekend.

WIVB-TV in Buffalo reports that Jonathan Miller's body was discovered just after 9 a.m. Friday near the Webbs Ferry area of the reservoir.

Cattaraugus County Sheriff's officials say the 23-year-old Jamestown man had been kayaking with a friend May 20 when their boats overturned. The friend swam to the New York shore.

The reservoir is about 70 miles south of Buffalo.

INSPECTOR GENERAL-TAX RETURNS

NY inspector general staff has 10 with tax access

ALBANY, N.Y. (AP) - The Cuomo administration has designated 10 staff from the New York inspector general's office as deputy tax commissioners with authority to inspect otherwise confidential tax information while pursuing investigations of state workers.

The memorandum between the inspector general and tax department revises an unpublicized January memo, which gave that authority to the inspector general's entire staff of about 60. Legislators raised privacy concerns.

Acting Inspector General Catherine Leahy Scott says Friday the revisions clarify the intent and were made in consultation with the Legislature.

The memorandum says those 10 people, including Leahy Scott, can see tax return information when it is "relevant and material" to an ongoing investigation, including probes of Department of Taxation and Finance staff.

They are bound by the same privacy restrictions as tax staff.

WORKER ELECTROCUTED

Upstate NY worker dies when gear hits power line

EAST GREENBUSH, N.Y. (AP) - A worker lowering a light tower has been electrocuted after it touched a power line and caught fire at a construction site in eastern New York.

Police tell local media that 47-year-old Daniel Tobin of Petersburgh was probably killed instantly by the charge that surged through the light used to illuminate night work.

He was working for DelSignore Blacktop and Paving of Troy at a roundabout construction project on Route 4 in the Rensselaer County town of East Greenbush, an Albany suburb. The accident happened just before 9:30 a.m. Friday.

Federal workplace safety officials are investigating.
